Corruption is not only an issue of law and order, but is also a cultural and social phenomenon. This survey shows that even if bribery could easily solve problems and there exist successful precedents, young people resist it. Yet they are not prepared to report corrupt misdeeds. In the area of young people¡¦s expectations of a clean government, the survey finds that on the one hand young people generally recognize the government¡¦s anti-corruption performance, on the other hand over a third think that government departments are the most seriously corrupt.
