青少年問題研究系列＜二＞This exploratory study tries to identify the current practice and administration of the Police Superintendents' Discretion Scheme (PSDS), to explore the impact and influence of cautioning on juvenile offenders, their needs and problems in the aftermath of committing minor offences and to explore the needs of supplementary treatments or welfare programmes for the juvenile offenders under the PSDS. A total of 21 PSDS cases were interviewed. The findings have reveals interesting observations on the trend of operation of PSDS, police's role in cautioning during arrest, investigation, its discretion, follow-up visits by the police and the offenders' perceived impact of the caution. A specialized social work services is recommended for juvenile offenders to fill the service gap.
