香 港 的 跨 代 貧 窮 問 題 及 其 治 理 策 略

本 文 根 據 香 港 貧 窮 線 研 究 的 調 查 資 料 ， 選 取 出 368 個 至 少 有 1 名 處 於 1 5 至 2 1 歲 青 年 成 員 的 住 戶 ， 以 了 解 成 人 及 青 年 的 人 力 資 本 、 家 庭 社 會 資 本 的 數 量 與 質 量 ， 以 及 成 人 及 青 年 的 社 會 排 斥 對 有 關 住 戶 的 貧 窮 水 平 的 影 響 。 結 果 顯 示 ， 住 戶 的 貧 窮 水 平 與 人 力 資 本 、 社 會 資 本 以 及 成 人 的 勞 動 力 市 場 排 斥 相 關 ， 而 較 少 與 青 年 的 勞 動 力 市 場 排 斥 相 關 。 而 根 據 迴 歸 分 析 ， 對 住 戶 貧 窮 水 平 的 影 響 力 ， 依 次 是 成 人 勞 動 力 市 場 排 斥 、 成 人 教 育 水 平 及 社 會 網 絡 數 量 ， 而 青 年 教 育 水 平 、 社 會 網 絡 質 量 以 及 青 年 勞 動 力 市 場 排 斥 的 影 響 力 不 明 顯 。 研 究 提 出 一 個 較 全 面 的 扶 貧 策 略 ， 建 議 政 府 的 扶 貧 策 略 應 同 時 集 中 貧 窮 的 青 年 與 他 們 父 母 的 一 代 ， 而 非 單 單 聚 焦 於 青 年 的 貧 窮 問 題 ， 亦 不 應 將 大 部 份 資 源 向 青 年 一 代 傾 斜 ， 而 忽 視 其 建 設 上 一 代 的 人 力 資 本 及 解 決 其 社 會 排 斥 的 問 題 。

The Intergenerational Poverty Problem and Its Alleviation Strategy

Based on the survey data of the Hong Kong Poverty Line Study, this study selects 368 households with at least 1 youth household member between the ages of 15 and 21. The objective of this paper is to analyze the impact of adult and youth human capital, the quantity and quality of the social capital of the family, and the adult and youth social exclusion from the labour market on the poverty level of the households. The poverty level of the households is found to be correlated to human capital, social capital, and adult exclusion from the labour market, but not to youth exclusion from the labour market. According to the regression model results on the impact on the poverty level, the degree of impact is as follows: adult exclusion from the labour market, adult educational attainment, and the quantity of social capital. The author suggests that a more holistic poverty alleviation strategy should be adopted that should target both poor youth as well as their parents. Moreover, resource allocation should not just incline towards youth. It should also focus on building human capital and solving the social exclusion problem of the older generation.

對 跨 代 貧 窮 的 政 策 回 應

確 保 兒 童 的 健 康 和 均 衡 發 展 不 會 被 其 家 庭 的 經 濟 狀 況 影 響 是 香 港 特 區 政 府 持 之 已 久 的 政 策 。 預 防 和 紓 緩 跨 代 貧 窮 亦 是 扶 貧 委 員 會  的 其 中 一 個 工 作 重 點 。 委 員 會 更 於 2005 年 5 月 成 立 了 「 兒 童 及 青 少 年 專 責 小 組 」  ， 以 研 究 現 行 政 策 之 間 的 相 互 協 調 ， 藉 此 確 保 兒 童 和 青 少 年 在 不 同 成 長 階 段 的 需 要 皆 得 到 充 份 的 照 顧 。 下 文 將 概 述 現 時 與 跨 代 貧 窮 有 關 的 兒 童 和 青 少 年 服 務 ， 以 及 專 責 小 組 的 工 作 重 點 。

Policy Responses to Intergenerational Poverty

Secretary to the Commission on Poverty

It is the established policy of the HKSAR Government to ensure that children’s healthy and balanced development is not compromised by the financial situation of their families. Preventing and alleviating intergenerational poverty is one of the work priorities of the Commission on Poverty. A dedicated Task Force on Children and Youth was set up in May 2005 to focus on improving the interface between existing policies and measures so that, from a life-cycle perspective, wholesome development needs of children and youth are better catered for. This article provides an overview of the existing services for children and youth in relation to tackling intergenerational poverty, as well as of the focus of work of the Task Force.

本 文 指 出 社 會 政 策 在 減 少 跨 代 貧 窮 問 題 上 的 重 要 性 ， 建 議 政 府 應 循 「 家 庭 為 本 」 、 「 發 展 為 本 」 及 「 社 區 為 本 」 的 方 向 ， 透 過 社 會 保 障 、 勞 工 、 教 育 及 培 訓 與 社 會 融 入 政 策 的 介 入 ， 回 應 貧 窮 家 庭 的 物 質 與 非 物 質 需 要 ， 幫 助 他 們 脫 離 貧 窮 的 循 環 。

The Role of Social Policies in Alleviating Intergenerational Poverty

This article highlights the role of social policies in combating intergenerational poverty, and suggests ”family-based,” “development-based,” and “community-based” policy orientations that can be adopted. The government is advised to intervene through social policies in the areas of social protection, labour, education and training, and social inclusion. These policies should respond to the material and nonmaterial needs of deprived families, and assist them to break the cycle of poverty.
