自 1990 年 代 末 ， 隨 著 狂 歡 派 對 文 化 東 來 ， 濫 用 精 神 科 藥 物 之 風 亦 在 香 港 颳 起 ， 而 本 港 的 濫 藥 模 式 亦 隨 之 變 得 更 加 複 雜 多 變 ， 特 別 是 年 輕 的 濫 藥 人 士 ， 其 濫 藥 特 性 和 個 人 背 景 與 十 年 前 相 比 大 為 不 同 。 本 文 簡 述 本 港 三 十 歲 及 以 下 青 年 人 士 濫 藥 的 最 新 狀 況 ， 及 政 府 如 何 沿 用 行 之 有 效 的 「 五 管 齊 下 」 的 策 略 回 應 青 年 濫 藥 問 題 。

The Latest Situation on Drug Abuse and Measures to Tackle Drug Abuse Among Young People

Introduced into Hong Kong from the West in the late 1990s, the rave party culture and psychotropic substances that accompanied it changed the local drug abuse scene, which has now become more complicated and diverse. The drug-taking pattern and profile of young drug abusers is now much different from the scenario 10 years ago. This article depicts the latest drug abuse situation among our young people aged 30 or below and measures adopted along the “5-pronged” approach to tackle drug abuse problems among young people.

本 文 綜 合 整 理 幾 個 概 念 ， 作 為 預 防 青 少 年 濫 用 藥 物 的 策 略 。 首 先 ， 家 長 、 老 師 、 社 工 、 執 法 者 、 司 法 者 和 傳 媒 工 作 者 都 需 要 提 高 對 濫 用 精 神 科 藥 物 的 警 覺 性 ； 而 為 青 少 年 建 立 一 個 促 進 全 人 健 康 成 長 的 環 境 ， 是 預 防 的 基 礎 ； 繼 續 針 對 「 高 危 」 青 少 年 進 行 預 防 教 育 仍 不 容 忽 視 。 此 外 ， 可 考 慮 建 立 一 個 明 確 的 問 責 機 制 ， 讓 青 少 年 濫 藥 者 在 治 療 及 康 復 過 程 中 承 擔 責 任 ； 執 法 者 和 司 法 者 ， 以 及 傳 媒 工 作 者 的 協 助 亦 有 助 預 防 教 育 的 工 作 。 當 然 ， 政 府 和 社 會 人 士 需 在 人 、 財 兩 方 面 投 放 更 多 資 源 ， 而 各 類 預 防 教 育 計 劃 亦 應 進 行 成 效 評 估 。

Strategies for Youth Drug Abuse Prevention

This article synthesizes a few strategies for drug abuse prevention. First of all, the awareness of psychotropic drug abuse among parents, teachers, social workers, law enforcement officials, judicial officials, and media workers should be increased. Second, the building of a healthy growing environment for young people should be maintained as the basis of prevention. Prevention education for the high-risk group should also be continued. Third, an institution could be set up in which young drug abusers are themselves required to assume responsibility for success or failure during the process of treatment and rehabilitation. Fourth, law enforcement officials, judicial officials, and media workers can help in prevention work. In addition, the government and the people concerned with the problem should contribute more both in terms of human resources and finance. Last, an assessment of various prevention projects should be carried out.

自 從 聯 合 國 藥 物 管 制 和 預 防 犯 罪 辦 事 處 開 展 了 其 工 作 以 來 ， 便 一 直 在 全 球 與 青 年 人 一 起 討 論 藥 物 濫 用 的 問 題 。 本 文 介 紹 如 何 推 行 有 效 的 預 防 藥 物 濫 用 運 動 、 跟 隨 何 種 理 論 模 型 ， 和 如 何 應 用 理 論 。 本 文 以 青 年 人 、 青 年 工 作 者 、 青 年 非 政 府 組 織 ， 以 及 參 與 兩 個 全 球 性 計 劃 （ 分 別 為 「 全 球 青 年 網 絡 」 計 劃 ， 和 「 聯 合 國 藥 物 管 制 和 預 防 犯 罪 辦 事 處 － 世 界 衛 生 組 織 全 球 初 步 預 防 」 計 劃 ） 的 專 家 學 者 的 經 驗 ， 用 世 界 不 同 地 方 的 真 實 例 子 ， 說 明 良 好 實 踐 的 原 則 ， 以 及 如 何 將 普 遍 原 則 應 用 到 具 體 的 環 境 中 。

Addressing Drug Abuse Amongst Youth: An International Perspective*

Since its inception, the UN Office on Drugs and Crime has been working for and with youth to address the issue of drug abuse globally. This paper presents some lessons learned on how to mount effective drug abuse prevention campaigns, what theoretical model to follow, and how to put theory into practice. Based largely on the experiences of youth, youth workers, and youth NGOs, as well as academic experts who participated in the activities of two global projects (namely, The Global Youth Network project and the UNODC-WHO global Initiative on Primary Prevention), the following also illustrates principles of good practice with real examples from across the world, thus giving a flavour of how universal principles may be adapted to local conditions and specificities.
