為 香 港 與 珠 三 角 經 濟 融 合 作 支 援 ── 配 套 設 施 和 支 援 策 略

 在 全 球 化 和 中 國 入 世 的 推 動 下 ， 珠 三 角 的 發 展 進 入 了 全 新 的 階 段 。 港 澳 及 珠 三 角 各 個 城 市 在 物 流 、 金 融 、 高 新 技 術 產 業 、 製 造 業 、 旅 遊 等 方 面 的 角 色 在 不 斷 轉 變 。 區 內 、 區 外 競 爭 日 益 激 烈 。 為 增 強 區 域 整 體 競 爭 力 ， 珠 三 角 製 造 業 的 優 勢 必 須 和 香 港 服 務 業 的 優 勢 相 結 合 。 香 港 也 必 須 從 簡 單 的 珠 三 角 仲 介 角 色 轉 變 成 區 域 商 貿 中 心 。 要 做 到 這 一 轉 變 ， 光 有 一 流 的 硬 體 設 施 還 遠 遠 不 夠 。 更 重 要 是 盡 快 在 不 離 棄 「 一 國 兩 制 」 的 原 則 下 ， 消 除 香 港 作 為 其 腹 地 商 業 服 務 中 心 的 障 礙 ， 並 積 極 改 善 跨 境 交 通 問 題 ， 努 力 推 行 服 務 業 轉 型 ， 吸 引 內 地 商 家 來 港 購 買 商 業 服 務 。 加 上 有 效 的 人 才 政 策 和 城 市 發 展 策 略 ， 香 港 定 能 成 為 區 域 的 金 融 商 貿 中 心 ， 為 珠 三 角 發 展 提 供 一 流 配 套 設 施 和 支 援 服 務 。

Providing World-Class Facilities and Supporting Systems for the Economic Integration of Hong Kong and the Pearl River Delta

The Pearl River Delta (PRD) has entered a new phase of development because of globalisation and China's accession to the World Trade Organisation (WTO).  The PRD has made a rapid advancement in manufacturing, the high-tech industry, logistics, finance, and tourism.  At the same time, competition among different cities in the PRD, and from other regions in China, has also intensified.  To promote regional competitiveness, the PRD has to integrate its advantages in the manufacturing sector with that of Hong Kong's service sector. Hong Kong has to transform from a city that just plays a middleman's role into a regional business centre.  To realize this transformation, the provision of world-class "hardware" facilities is not sufficient.  More importantly, Hong Kong has to eradicate - within the provision of "one country, two systems" - all barriers that impede it from functioning as a regional service centre by improving cross-border freight and passenger traffic and restructuring the service sector to attract more businessmen from the Mainland to use services in Hong Kong.  Together with an effective talent policy and urban development strategy, Hong Kong can become a regional financial and business centre that provides world-class facilities and supports for further advances in the development of the PRD.

 香 港 經 濟 持 續 發 展 的 關 鍵 ， 除 了 在 於 「 大 珠 三 角 」 的 合 作 發 展 計 劃 外 ， 還 在 於 香 港 能 否 善 用 優 勢 ， 即 香 港 的 經 濟 體 系 、 國 際 市 場 和 勞 動 力 。 現 時 香 港 正 面 對 經 濟 急 促 轉 型 和 全 球 人 才 的 競 爭 ， 勞 動 力 資 源 更 應 被 視 為 香 港 整 體 的 重 點 策 略 之 一 。 因 此 ， 香 港 青 年 勞 動 人 口 急 需 提 升 對 內 地 社 會 、 政 治 、 經 濟 和 民 生 方 面 的 認 識 ， 方 能 為 香 港 未 來 的 經 濟 發 展 注 入 新 動 力 。

Restructuring Hong Kong's Youth Labour Force and Strengthening the Basis for Sustainable Development

 Along with joint development proposals within Greater Pearl River Delta, the crux for Hong Kong economy's continuous development rests in her ability to fully manipulate her advantageous aspects, such as her economic system, international market and labour force.  Among these aspects, Hong Kong's labour resource is a strategic factor, especially when the city is facing rapid economic transformation and global competition of talents.  There is therefore an urgency to escalate the knowledge of Hong Kong's youth labour force in the social, political, economic and civil aspects of the Mainland, in order to infuse new motivation for Hong Kong's future economic development.

踏 進 珠 三 角 對 香 港 青 少 年 的 意 義

珠 三 角 並 非 解 決 青 少 年 就 業 問 題 的 捷 徑 ， 香 港 青 少 年 除 了 北 望 神 州 外 ， 還 應 放 眼 世 界 。 然 而 ， 青 少 年 也 不 容 忽 視 進 入 珠 三 角 的 多 重 意 義 ： ( 1 ) 文 化 之 旅 的 起 點 ： 中 國 在 未 來 的 政 治 、 經 濟 、 文 化 舞 台 上 將 扮 演 舉 足 輕 重 的 角 色 ， 香 港 青 少 年 不 妨 視 珠 三 角 為 文 化 之 旅 的 起 點 ， 一 窺 中 國 未 來 發 展 的 取 向 。 ( 2 ) 文 化 身 份 的 重 建 ： 香 港 青 少 年 可 以 工 作 見 習 、 接 受 培 訓 、 甚 至 就 業 的 途 徑 參 與 及 觀 摩 ， 對 文 化 身 份 的 重 建 有 正 面 的 幫 助 。 ( 3 ) 就 業 創 路 的 中 途 站 ： 青 少 年 不 妨 視 踏 足 珠 三 角 為 就 業 創 路 的 一 個 中 途 站 ， 盡 量 全 面 的 裝 備 自 己 ， 在 未 來 的 事 業 發 展 加 添 力 量 。

The Significance to Hong Kong Youth of Seeking Employment in the Pearl River Delta

 The Pearl River Delta (PRD) should not be regarded as a shortcut to solve the youth employment problems of Hong Kong.  Hong Kong youth should open their eyes to the world, in addition to the North.  However, they should make note of the significant factors for going into the region.  These include, first, the PRD as the starting point of a cultural journey: China will play a crucial role in the world, politically, economically and culturally.  Young people who have the opportunity to work in the PRD can use it as a starting point of a cultural journey into the future development of China.  Second, the rebuilding of cultural identity: being in the PRD can help propagate the cultural identity of youth when they are involved in internships, trainings or employment.  Third, the PRD can serve as a stopover in one's career development: Youth can use the PRD as a stopover in their career development, while equipping themselves thoroughly for the future.
