香 港 社 會 經 濟 發 展 趨 勢 與 家 庭 變 遷 ___________________________________________________________________________________ |
本 文 回 顧 外 地 和 本 地 的 研 究 ， 嘗 試 了 解 經 濟 困 難 ， 例 如 貧 窮 、 失 業 及 低 收 入 對 擁 有 青 少 年 子 女 的 家 庭 之 影 響 ， 包 括 對 父 母 的 健 康 、 婚 姻 質 素 、 家 庭 運 作 情 況 、 父 母 教 養 子 女 的 特 色 以 及 子 女 的 適 應 情 況 等 。 文 獻 回 顧 指 出 ， 經 濟 困 境 令 父 母 的 健 康 轉 壞 和 婚 姻 質 素 轉 差 ， 這 些 轉 變 會 令 父 母 教 養 子 女 的 方 式 變 得 負 面 ， 家 庭 運 作 情 況 亦 因 此 轉 壞 。 這 些 負 面 的 家 庭 轉 變 ， 最 終 會 為 子 女 的 適 應 帶 來 不 良 後 果 。 此 外 ， 本 文 亦 就 有 關 文 獻 的 含 意 和 啟 示 作 出 探 討 。

This paper examines the foreign and local literature on the impact of unfavorable economic conditions (such as poverty, unemployment and financial strains) on the family. With specific reference to families with adolescent children, the impacts of economic disadvantage on: a) the physical and mental health of the parents; b) marital relations between the parents; c) parenting practices and parental behavior in the socialization process of their children; d) family interactions and functioning; and e) the psychosocial adjustment of children are examined. The available literature generally suggests that economic disadvantage affects parental health and the quality of marital relations, which in turn negatively affects parenting behavior and family functioning. These impaired family processes eventually affect the adjustment of the children in a negative manner. The implications of the literature review are discussed.

本 文 探 討 英 國 新 工 黨 政 府 所 提 出 社 會 政 策 的 「 第 三 條 路 」 ， 並 從 所 謂 「 超 越 左 右 」 的 新 左 派 思 想 ， 探 討 家 庭 政 策 的 「 新 中 間 路 線 」 ， 特 別 檢 視 在 「 家 庭 民 主 化 」 及 一 系 列 對 家 庭 友 善 的 社 會 政 策 建 議 中 ， 是 否 真 的 能 落 實 社 會 公 平 公 義 的 目 標 。 作 者 提 出 ， 家 庭 政 策 的 「 新 中 間 路 線 」 ， 一 方 面 提 出 開 拓 家 庭 的 新 空 間 ， 建 立 民 主 式 家 庭 ， 使 社 會 民 主 與 社 會 公 平 不 單 在 「 公 共 領 域 」 落 實 ， 更 伸 展 至 家 庭 這 個 「 私 人 領 域 」 ， 但 另 一 方 面 ， 其 所 提 出 對 家 庭 友 善 的 措 施 ， 卻 似 乎 未 能 超 越 左 右 兩 派 ， 更 可 能 延 續 家 庭 內 性 別 與 隔 代 間 的 不 民 主 。 然 而 ， 雖 然 「 新 中 間 」 的 家 庭 政 策 主 張 未 能 得 到 落 實 ， 但 其 所 延 伸 的 家 庭 概 念 ， 對 關 注 不 同 家 庭 形 態 和 利 益 的 人 士 ， 仍 然 值 得 參 考 。

This paper examines the social policy principles proposed by the Labour Government of the United Kingdom, generally called the "Third Way" The authors critically discuss the ideology of New Labour, and focus their discussions on the family policy of the New Left. It is argued that the idea of extending social democracy and social justice from the traditional public domain to the family may be regarded as a progressive measure. However, the extent to which this policy could actually enlarge social equality, especially between genders in the family, without committed support from the state is very much in doubt.

Changes in the family pattern alter economic development. Equally, economic development also alters family patterns. This essay discusses the relationship between the two by a thorough review of the development of Hong Kong. It also suggests directions for increasing the competitiveness of Hong Kong as a whole.
