Youth Support Scheme
The Federation started the Youth Support Scheme service as an experimental project in December 1994 with the support of the Lotteries Fund. The Project has now turned into a subvented service. The target clients of the Scheme are those young people aged 7 - 18 and are cautioned under the Police Superintendent's Discretionary Scheme and are living in Kwai Tsing, Tsuen Wan, Tuen Mun and Tung Chung Districts. The major objectives of the service are as follows:
(1) To reintegrate targeted children and youth into the education system or initiate their entrance into the work force;
(2) to help them develop socially acceptable behaviour;
(3) to redirect their energies into constructive and legitimate channels;
(4) to enhance their development through strengthening community support networks;
(5) to lead them to become law abiding persons.
Direct Services
Apart from individual casework, group programmes and activities, case management and community support service network were adopted and emphasized.
To assist the clients in the re-integration process and to eliminate their deviant and unlawful behaviour, as well as to face the increasing number of referrals from the police, the Team had to act as case managers with the utmost concern to the service planning for the client. The enhancement of their development through strengthening the community support service network and the mobilization of local resources for those clients in need, were more frequently evaluated in the service plan for each case. Therefore, the establishment of a support service network at the neighbourhood level has become one of the working directions of the Team.
Over the past few years, the Team has actively mobilized clients to register as volunteers in the Youth Volunteer Network. It is crucial for young people to develop their sense of community service and responsibility and this may be achieved through participation.
