Set up by the Federation in September 2002, this new service aims at providing integrated counseling service for primary schools.

Starting from the 2002/03 academic year, the Education Department provides additional resources for primary schools to improve the student guidance services. The schools can either use the resources to purchase services or to employ their own Student Guidance Officers. Currently, 24 primary schools receive services from the Federation.

Being an innovative and comprehensive counseling service unit, the Student Guidance Team of the Federation is manned by one Unit in-charge, one Clinical Psychologist and twenty Youth Work Officers, providing intensive counseling service and assessment for students, as well as support and training for teachers and parents.
